My issue was with Siri, not VO.

I use the American Siri voice and it talks just fine! Just used it to make
sure! voice, and it talks just fine!

off and restarting the phone?

Siri has stopped talking. For example, when I ask Siri to spell a word I get
silence. I can use finger gestures to spell out the word, but until a couple
days ago Siri would automatically sell it out. Siri is just as silent when I
ask something else.
Any ideas?
