Maybe have Voiceover on but turn off the speech with a

I got a definition, but Siri won't read it. I had to use voice over. I

Hi. Siri looks up definitions for me just fine. Actually in iOS 7 she reads me
the first definition of a word.

It worked for me when I used it. Just say define then the word. Siri
will then read the definition out to you.
