Thank you so much for doing the legwork and researching this annoying
issue. Your solution does indeed work. I'm using an iPhone 12 Pro with
iOS15.6.1 and the latest YouTube update.
Also, once VO is restarted a double-tap will start playing a video.

This is a known bug. I discovered a workaround on Applevis while I was
searching for a solution last night.
What you do is open YouTube. Then, turn voiceover off and swipe one finger down
on the screen. And then when you turn voiceover back on, scrolling through
