You have pushed the mute switch above the volume buttons. You probably have an
iphone case that make it difficult to feel the mute switch.

That wasn't my case at all. I've got an iPhone 8 and an iPhone 13 pro
max. I use Verizon as my carrier. All I did when I got my 13 pro
max, is to just pop the simcard from my iPhone 8 into my 13 pro max
and I was off and running.

It sounds to me like the phone may be locked to a different carrier.
Has this phone been unlocked? Has it been used with this carrier in
the past?

Sounds like to me, the Sim card is not active.
