Never heard of that one before. I don't use Siri to send text
messages any more because sometimes my text messages wouldn't send.
If I find my contact double tap on it, swipe to message, double tap on

As far is Siri not working, I find it on the lock screen when I call her name
and say hey Siri, it does a funny sound. But when it unlocks, Siri works just
fine for me. However there was one time when Siri wasn’t working at all, and

Make sure your messages app is closed before asking Siri to take a message. If
the messages app is open, she seems to cut you off quickly.

First, the following is just my musings as to my recent discovery regarding
using Homepod with Siri and Echo with Alexa.
Second, this is the first time, since September 27th, that I have felt calm

The following information
Siri is not smart enough yet to adjust the speech rate. I tried multiple ways
of phrasing speak faster, increase speech rate, whatever and if it did anything
it referred to the volume percentage.
So, if its volume needs adjusting you can say Speak at x percent and the volume
will adjust
If you mean the SIRI voice which answers when you ask SIRI a question then no,
I am pretty sure you can't change it.
