data is on. Then make sure icloud is on in youre settings and make sure Sync
Library is on via on via music in your settints.

Exactly, obviously if the phone is completely powered off you can't use Siri.
Instead press the side button for about 4 or so seconds.

I think what is meant by restarting the iPhone is it’s done while the phone is
still on. I think it’s known as a soft reboot.
