Ok. Some of these are probably going to sound rediculous. But, from experience,
they do work. Also, I know you said you did those steps. But, I think you
should go into the notifications center. To to all your apps you have allowed
notifications for, and check that:

if there is an option to "Deliver
prominently".

You can triple click the home button to turn voiceover off while on a call. You
can also tap the screen with two fingers once and this should stop voiceover
from talking.

I'm hoping someone can tell me how to fix this. It's kind of an annoying
problem.
When I'm on a call, and I get a text message, I'll get a notification from
voiceover of who it's from and it starts babbling. It's quite annoying to
say the least. Any diea how to fix this?
