Yes voice over is active during a call. Yes you do have to use a headphone.

Viber seemed like it was going to be such a terrific app -- it was
easy to sign in and put in the basic info and to make a call too, but
the fact that VO won't read the texts out loud is disappointing.

is it accessible now as when I tried it last time there were some
unlabelled or obscure buttons and apparently no speakerphone support
