I use GoldWave. I do a save as, select Media Foundation m4a and then rename the file to m4r since m4a and m4r are essentially the same format, but Apple recognizes m4r as a ringtone. I know there are other ways to do the same thing, but this works for me since I use GoldWave for other audio
