Maybe check and make sure you didn’t accidently turn on screen recognition in
WhatsApp which can do strange things.
This is another nice feature in iOS 17, if you have screen recognition on for a
particular app, Voiceover tells you so when you open the app.

I don't think you can call anybody who is not in your contacts, there is no
dialpad in WhatsApp like there is in the Phone app because of course whoever
you call also has to be a WhatsApp user.

I am able to use WhatsApp if someone else has initiated the call but I can’t
figure out how I can find the person I want to call. When I search it only
searches my contacts. I have the person’s phone number and tried searching
that with no good results.
