Why not just turn it on and forget about it? I am not sure if there is a
negative side to having it turned on for some people, I haven't found one.

properly hear what voiceOver's saying. If you want voiceOver to be heard more
clearly, turn this feature on. Hope this
quick settings,
which makes it tough to turn on when the media volume is overwhelming VoiceOver.
