Yes, I think there is a way to get to rules in mail. I don’t remember how I did it but I think it is through iCloud on the web. If one can do that using safari through a iOS device then you might be able to set up the mail boxes and rules that way. Certainly not an easy process.

If you are wanting to create a folder using your iPhone and move email into it, this is how you do it. Go to mailboxes and select edit. At the last item is new mailbox option. Here you name the folder and activate the location to put the folder where you want it. Finish by selecting done at
