There are 2 solutions I can think of for Dynamic IP use of ssh...
1) simplest (long term) is to subscribe to a Dynamic DNS provider - you will
need a domain name and there will be a smallish annual fee.
2) more tricky and fiddly, but 100% free (and which I use myself although I
will go to DynDNS

Yep - 1b is a good option but I don't think you can't always choose the
primary domain. Because I plan to delegate my (reserved) domain in the near
future I decided not to go with the free DynDNS products.
You might well find it most suitable!

Strange thing that use to work with version 3.3.7, but if I schedule a batch
job to run vnc4.exe with the -connect host option, it works great while my
Xp desktop is logged in, but if the desktop is locked, nothing happens.
This worked with the 3.3.7 version but not with the 4.0 version?

WinXP HOme and my in-laws have the same, so I'm just looking for a way to have remote
access to their PC (they live a couple of hours away) whenever they have a problem
with their computer. So, will I be ok?

Yes, it is running as a service. The main difference is that for some
reason, when executed while the desktop is locked, no action seems to take
place with version 4.0 (vnc4.exe) as opposed to the version 3.3.7
(winvnc.exe).
