A Dynamic DNS provider, and for free/gratix/nada!
Check out in www.no-ip.com, "No-IP Free".
Thats what I use, and it rocks!

There are 2 solutions I can think of for Dynamic IP use of ssh...

1) simplest (long term) is to subscribe to a Dynamic DNS provider - you will
need a domain name and there will be a smallish annual fee.

2) more tricky and fiddly, but 100% free (and which I use myself although I
will go to DynDNS oneday).  My ISP provides a 10Mb user web space and I get
my firewall to ftp its current IP address into that area every time it
changes.  This is not very often as my cable connection is connected 24x7 so
the IP address doesn't change much.

Then when I want to connect I check the IP address using a browser and put a
copy of it in my hosts file then ssh using a configuration with the host
name embedded it.

Rather than exposing tcp/5900 to the Internet I would recommend using an ssh
tunnel - but you need a *nix firewall to do that.  This also protects your
VNC traffic.

(5900) and forward it to the computer on the private network*
