I have a new clue. The Oracle DB installed cygwin on his PC to try
Xwindows. He can open the Xwindow but when he tries to start a GUI
application he gets an error saying the DISPLAY is not set.
How do I set DISPLAY?

Have you definitely got a font server running on port 7100? Try taking
this off, unless you *need* it.
