The answer to all 3 is, it depends
The answer to all 3 is, it depends. Generally there are non clec ways to attach
to 911 directly (the exact process will have to be worked out by talking to the
carrier providing 911 in that area) (or indirectly through the likes of intrado
or intelliquent) and at least in Michigan, the carrier
