 The misunderstanding is due to the fact that the page should not be
 located at
 the main namespace if it's not a translation of an english page.

  For example, for this page:
  https://wiki.documentfoundation.org/index.php?
 title=Development/Impress/RemoteHowTo/frdiff=0oldid=68189
 In this case, page was on Development/Impress/RemoteHowTo/fr which
 suggests
 french translation. If it is french internal page, it should be locaded
 under FR/Development/Impress/RemoteHowTo...

 (Maybe I mistunderstood guidelines from:
 https://wiki.documentfoundation.org/Multilingual_Wiki)

 Anyway, sorry for that and I gonna keep this in mind.

In the last days I have looked at some pages in doubt. It is not always
easy to recognize if the content is in foreign language.
I was just insulted by an esparanto contributor as I moved a page about
eo-extensions from EO to
https://wiki.documentfoundation.org/Extensions/eo although
it was about specialties around esperanto.
He could be convinced to expand his page with some translation from the en
page.
The zsync page mentioned above is also such an example. It deals only with
the german CD/DVD distribution (LibreOfficeBox)

In my opinion we should keep the number of pages under the language
namespaces as low as possible. It is easier to find things if they are in
the multilangual structure.

Some pages have been created differently with the idea behind that they
will be soon moved to the new wiki, when this was still a project to
have a wiki in our own languages. But now that the idea seems abandoned,
we will take care to separate completely the page we adapt.
Unfortunately, it's more difficult to keep the page up to date with the
original, but that's ok.

If we have contributors gung-ho about creating common content who
don't speak English, we could try to partner them up with someone who
is bilingual who could take the content that they create and translate
it back into English. This would then provide an English source for
other NLP team members who may not speak the language in which the
article was originally written. I expect this might be a bit
cumbersome...
