For the non-medical pictures, I'd suggest you invest in a digital camera and just print them in-house. Much quicker and probably cheaper in the long run since you don't have to buy film. You can get a pretty decent digital camera (certainly good enough for this kind of thing) for a couple hundred

Interesting question. I'd back up and first reconsider are the pictures in and of themselves PHI? If the picture includes enough of an individual's face then I guess it is possible that someone could identify the subject of the picture if they recognized them by their face. But just a
