I think this would be useful for a number of reasons, I'm basing this on 10
years of working as Wikimedian in Residence for cultural institutions, UN
agencies and parts of the EU. The main use case is from my perspective is for

Its been confirmed by @GFontenelle_WMF that WMF do not have implementing

An example of where this would be very useful is creating redlists for
Wikipedia including for Wikiprojects and editathons, e.g show me all the
Icelandic women who do not have an English Wikipedia article, or show me all

My assumption is there would be a great deal of benefit in harmonising with
Wikidata as much as possible for documentation, tools, ease of use etc so if in
doubt make the same as Wikidata. Also this may allow easier improvements to be
carrier over from
