Yeah, sounds like they aren't on enWiki so will probably need to get it
from stewards or request an IP exemption. If they are doing it in a
computer lap an IP exemption is probably going to be the best bet. You can

I had a similar issue once in the past at a Wikipedia editing workshop.

The easiest and most practical way is to request an 'account creator' [1]
rights, if the they plan to run the project for a long time :

or to request the accounts to be created by existing account creators at :

Actually the toolserver's practice is not deactivating inactive users.
Users accounts are active for 6 months. One month before the account is set
to expire they start to receive email notifications . There are no less
than 6 reminders sent out before the account is disabled. It takes less
than 3 minutes to log into the toolserver and renew your account Its just a
single command. If a tool author cannot do that, the odds are the tool is
no longer being supported and that issues about the tool are not being
fixed. In most cases disabling the account is the correct thing to do.

Some of the key tool's which I use on a daily basis (and their workarounds)
no longer work.

The tool I use the most of any is the autofill for PMID and ISBN's. The one
in the edit box has not worked for some time and the backup
http://diberri.crabdance.com/cgi-bin/templatefiller/index.cgi? stopped
working today. The second backup still works a bit thankfully
https://toolserver.org/~holek/cite-gen/index.php

Another great tool is the dashboard. Its toolserver account has expired.

that if a users account has expired all the tools stop working. This would
be like if I stopped editing Wikipedia for a couple of months than all my
contributions would be deleted.

So the question is should the WMF be helping keep some of these tools up
and running? Many of us long term editors have come to heavily rely on them.

you may already have seen the announcement on the meta page [1] or on
Facebook [2]; nevertheless we would like to inform you that the official
registration [3] for the Wikimedia Diversity Conference is open until *20
September 2013.*

The conference will focus on two aspects of diversity, that is gender
diversity (the gender gap  and LGBT initiative) and geographic diversity
(including the global south, linguistic and economic diversity).

The conference will be addressing an international audience and will
therefore be held in English.

The registration form allows to propose up to three submissions for the
conference and to apply for a scholarship. If you would like to be part of
this conference, please do not forget to register until 20 September, which
is the final deadline.

If you are not yet sure about attending, but are interested in the topic,
feel free to ask us [4] anything you’d like or engage on the talk page [5].

 Hoi,
The most relevant thing is the quality of the service provided. Add to this
the limited resources the WMF has. The cost is probably less than what our
total cost of ownership would be. It is also not wise to always try to
second guess the people who have the responsibility to make these decisions.
