Re your observations, I wonder, conceptually, if the end-to-end Translation
approach of Google Translate would render what you suggest, Ariel (e.g.
someone could translate an article from a language Wikipedia and this would
produce a single translation i.e.

Hi to everyone. I recently started working and adding to Wikimedia.
Is there a good manual/guide to start with? and I hope you dont mind me
asking so: but do language specific groups exist also? Suppose in Dutch or
more local to West Europe.
