I’m not saying this is wrong in all jurisdictions, but it is definitely not
correct in at least some of them…

Specifically, per the Czech copyright law, an act of downloading some
copyrighted work is restricted by copyright, as it is (obviously?) copying
(“reproduction”) of the work, which is (obviously?) covered by copyright.

There is an exception by which you are specifically allowed to copy some
copyrighted works “for personal needs by a natural person without seeking
to achieve direct or indirect economic benefit” but this exception does not
apply to computer programs and electronic databases. Downloading computer
programs and electronic databases (and downloading for purposes outside the
listed exception) requires an express consent of the copyright holder, i.e.
a license. In other words, you _cannot_ download a GPL program without
agreeing to the GPL (which, as you wrote, allows that to anyone without
further conditions, so that’s not a problem as far as downloading and
running the program goes).

No, there does not seem to be a server-side option to modify the default in
the code, see

As the extension provides just a way to display the data provided by the
WikiWho service [1], which supports just five sites (enwiki, dewiki,
euwiki, trwiki, eswiki), this extension supports only those sites as well.

In an incognito browser, the banner shows in English. If I log in in an
incognito window and open the banner afterwards, it opens in a mixture of
English and Slovak, the text is in English but _some_ of the UI elements
are in Slovak, e.g. “Just Once”, but “Vyberte spôsob platby‎”; or “The
Wikimedia Foundation is a nonprofit, tax-exempt organization. Mesačné
platby budú pripisované na účet nadácie Wikimedia Foundation dovtedy, kým
nepožiadate o ich zastavenie.” (As I said, I have Czech as the UI language,
and Slovak is a fallback language for Czech, so there is _some_ method in
it, I guess.)

A slightly different aspect: Why does the banner show in Slovak for me
(English Wikipedia with English as UI language, Accept-Language:
en-US,en;q=0.7,cs;q=0.3) and where do the texts/translations come from? I
tried to find them on TranslateWiki but failed. They do not seem to be at
https://phabricator.wikimedia.org/diffusion/EDOI/browse/master/gateway_common/i18n/interface/en.json
either.

Really? Neither the word instititution nor third party [website] appear
in the text of the CC license, so on what exactly do you base this very

attribution within articles, only on the image description page reachable
upon clicking on the image), while not fitting anyone else doing exactly
the same? The license requires only that the credit be implemented in any
reasonable manner. [Also note that the _text_ of our projects, while also
licensed under CC-BY-SA, is licensed in way that explicitly states that a
sufficient attribution is [t]hrough hyperlink (where possible) or URL to
the page or pages that you are re-using (since each page has a history page
that lists all authors and editors).]

And even under this strict reading of the license, the original post refers
to a blogger who used a foto, with backlink to commons, and attributing in
mouseover, i.e. attributing _on the same webpage_ (together with linking
to the image source with full credit and license information), even though
not visibly without pointing the mouse on the photo.

Retroactively as in “you used this photograph three years ago, so pay us”?
Obviously not. But “if you want to use this photograph you took three years
ago in a book you are publishing next month, you have to pay us”? That is
not retroactivity, that’s just not having a grandfather clause. (Which
means continued public availability of these photographs on Commons without
permission from the copyright holders author would fall under the new law.)

Possibly an obvious remark: an oldid-based permalink gets you an old
version of the source text of the specific page, but does not give you the
original visible _result_: The page is reparsed and displayed using the
_current_ version of all used templates, images, data from Wikidata etc. We
do not store the complete state anywhere, so perma.cc does provide extra
value here.

We already do that for various infoboxes using Wikidata on cswiki. See

This. Creating a completely new project when all what people want is an
ability to easily reuse an image they saw on another project (i.e. on
enwiki) means creating thousand new problems instead of solving one. (You
could devise a bit more sophisticated solutions instead of file copying,
e.g. direct cross-project image use like “[[en:File:Example.jpg]]” or
whatever, but they create other issues to solve; one-click cross-project
file upload could be easily implemented right now.)

Note that e.g. in the Czech Republic, “[a] photograph or a work produced by
a process similar to photography” has lower threshold on
originality/creativity; it is protected “if it is original in the sense
that it is the author’s own intellectual creation” (while a work of another
types needs to be “a unique outcome of the creative activity of the
author”). And this is language from the European Copyright Duration
Directive (Article 6: “Photographs which are original in the sense that
they are the author's own intellectual creation shall be protected in
accordance with Article 1. No other criteria shall be applied to determine
their eligibility for protection.”), so other EU countries probably have
similar legal constructions.

It might be debatable whether medical X-ray images are, in fact,
“photographs or works produced by a process similar to photography” (while
“traditional” X-ray images probably are, I would argue CT pictures are
not), and whether they are “the author’s own intellectual creation” at all.
