Just a small formal question: is there any reason why Amical as a thematic
organization was not considered in the travel costs? I thought it's a
Wikimedia Conference, and not a Chapters Conference anymore.

But maybe that's a further question, whether Thematic Organizations and
User Groups are invited or not..

Only to make the process easier; WMF board, FDC and AffCom members are also
not considered in the calculation, but their meetings are an important part
of the conference. We were just trying to find a practical way to roughly
estimate the range of the travel costs.

FYI: WMDE has just posted their bid to host Wikimedia Conference 2014.

The deadline for the bidding process is approaching: 30 September is
the last day to enter your bid on Meta.

There are now 7 people on the location committee: Itzik (WMIL), Ilario
(WMCH/IT), Arnaugir (Amical), Osmar (WMAR) from the affiliations plus
Asaf (WMF), Bence (AffCom), Mike (FDC). Thanks to all of you to step
up for this important task!

After the comittee has decided about the hosting organisation (by 15
October) we should all continue with defining the goals and desired
outcomes and work on the programme together. Please feel invited to
provide your thoughts and input on Meta already – or volunteer to be
on the programme committee yourselves. :)

I think there is an assumption that it is needed and indeed welcomed. From
my two experiences it has been very valuable and,I would argue, in an
organisation like ours essential for developing good working relationships
and practices.

I fully intend to prepare a bid for Montreal to host this, once the
requirements are made slightly clearer.  I already have all the
  contacts
with venues and government levels from my organization of the 2011
   Wikimania
bid and plan to use the success story of that conference to shore up
Montreal's bid to host a Wikimania.  :-)

The name conference doesn't mean that it has to stick to the traditional
conference format.
Indeed, one of the suggested discussion topics (both in general, and for
the actual programme committee) is to consider different formats and
approaches (e.g. using the event for capacity building workshops,
leadership training for board members, etc.) – input, and volunteers with
good ideas for the programme committee would be very welcome at

Imo would be nice to know what to bid for before bidding at all...

If it is that struggling to find out what is WMConf is about, I suggest
dropping it at all (as per the evolution of Wikimania, it would be a
reasonable decision) and create small, thematic workshops instead (see the
PED workshop in Budapest in July)

That may be true. But maybe you remember that Nicole some months ago tried
to initiate a discussion process about the Conference, almost nobody
replied or was engaged in the discussion.

So now we have to hurry up, if we want a conference or a meeting at all in
early 2014. After that or even at the Conference itself we can discuss the
future of this type of gathering.

I think, personally, an Affiliate conference is absolutely necessary. The
design of the conference itself is up to the future programme committee. Of
course, as you suggest, more thematic slots are (more) useful instead of
the three days talking about the state of the chapters. However, that's an
other discussion.

This event can be installed to any city: given the requirements I can
organize it at any city having a conference centre large enough, from
Sopron, Hungary (

rooms, 2 large halls, a theatre, etc.) to Mexico City, Mexico (
http://www.centrobanamex.com.mx/en/installations/ this technically a
stadium) and anywhere in between each direction. All of these locations
have staff, therefore it is just a matter of how much WMF is willing to
spend on it.

The thing is that you should start building from the bottom, not from the
top. A venue can be secured as late as 3 months before the event to give
everyone enough time to plan and get cheap tickets (and I mean first
minute, not last minute). Most airline and international train tickets are
the cheapest if you buy them ~3 months in advance. Not much later, nor
earlier, because both are being penalized by higher fees. We can find out
where to have the event as late as early January

year’s Wikimedia Conference. This event will not only host the

May I point out that if you want to be able to book tickets 3 months

From WM-IT's experience with WMConf 2013 (which we are discussing to
replicate) you have to start organizing it in November, no later.

Simple solution - until someone else volunteers to host the
conference, just have it in the same place every year. You can work
out distribution of funding independently from where it is actually
held. Since WMDE seems to be in the driver seat, having a backup plan
of a conference in Germany seems like a smart idea. That might
privilege people with easy travel to Germany, but well organized
affiliates can always propose a plan to host it elsewhere.

It wouldn't be too bad to have a recurring conference in a fixed
location. The staff setting it up won't need to overcome issues
related to lack of experience, relationships with vendors and venues
can be normalized, attendees can depend on the quality and standards
of the event, and participants can expect a higher level of content
because other potential distractions are eliminated.

I agree.

The work behind the organization is more than organizing a wiki-meeting to
drink a beer.

People have to consider the costs for travel, the booking of tickets and
the accommodation plus visas.

Yes, six months is a convenient timeline to start working on.

It *was* held in the same country (namely Germany) every year 
previously, until Italy hosted it this year. I presume the idea of 
changing was so we *don't* have it at the same place every year so that 
affiliates far from Germany don't have to travel as far some years 
(though Italy isn't necessarily that far away from Germany this year). 
Also possibly funding issue as WMDE don't necessarily want to bear the 
cost of the whole conference every year.

conference. Unless the WMF have agreed to guarantee funding for future 
years conference (I haven't been following so not sure), then whoever is 
hosting the conference will also need time to apply for funding from Grants.

In 2008 I looked into hosting this meeting for 2009 in Stockholm.  I 
quickly learnt that the travel logistics/costs was heavy against such a 
place, being outside central Europe and not having a real international 
flighthub.


Berlin was a much better place in this respect and I believe also 
Amsterdam would be well placed and perhaps also Paris and Zurich, but 
other cities including London I think would mean a higher total travel 
cost (Milan was also well placed)


So why not simplify the choice of city with just asking WMNL and WMDE 
who wants to arrange it?

To enable more chapters to offer their city/country as the hosting
entity, the Foundation has made the decision to financially support
the hosting expenses for the Wikimedia Conference itself; to include
the cost of the main conference venue and miscellaneous meeting rooms,
the cost of internet access at that venue, the cost of meals provided
at the conference venue during the conference for all participants and
any group ground transit needs related specifically to the meetings at
the conference.

The winning organisation will be responsible for all the logistics, as

facilitators.

I hope that if we can take the logistics and location for granted,
this will help us focus on the content and sustainability of the
event. I have written more about the programme part on Meta.

Thanks to Asaf and Bence for giving their valuable input to the set-up
of this process. Since WMDE has kind of a traditional interest in
having a good conference, I am happy to take a leading role in
organising this process. Any help is highly appreciated! I am looking
