Hi Vito,

yes it can. Basically, while there is space for just one chapter per
country, if another group forms and decides to take up the role of
Wikimedia HK, they can apply to be a chapter, since there is no chapter
recognized any more. This happened with Wikimedia UK
, where the first iteration of
the chapter was dissolved, and a second was then recognized as the official
chapter.

Personally, I am a big believer of a John Wooden quote, "Failure isn't
fatal, but failure to change might be". So, all the best to the Wikimedians
of Hong Kong. Thank you very much for all the good works that you have done
in past. I am sure that you will stack all the odds in your favors and come
back with something better.

Thanks Lodewijk for bringing this up and thanks a lot to Wikimedia Hong
Kong.

I have been in touch with WMHK and Wikimedians in Hong Kong since their
application for Wikimania and have been at Wikimania and it was great.
There has also been some other activities and efforts which we must
acknowledge and we should appreciate all that has been done towards our
common goals, even or especially as some things - like running the
chapter - did not work out. That is not a failure as many other great
things have happened.
