For photographers it would be a combination of self nominated and community
identified  applicants, realising that the person would firstly want to be
available.  Then it would be upto the committee to establish what
experience the photographer has and what level of trust setting conditions
accordingly.  This trust of the photographer along with their level of
experience would the would be critical as we could get some requests which
require a judgement call.

example 1
7th Avenue Bridge in Maylands was recently earmarked for demolition and
replacement, the person who asked for photos has written a number of FA so
knows what is notable, as an experienced photographer I also recongised it
met basic notability in being 100+ years old so despite the article being a
stub at the time it was an opportunity that had to be taken as priority,
photographing the replacement bridge which was opened last week can wait
until someone is in the area and takes some photos with no immediate
urgency no need to use community funds.

example 2
An editor working on a banksia article, has already gone taken it through
GA is now working on taking it to FA, as part of that the article requires
additional plant structure photos, there is a necessity so this would also
be worth spending funds.

example 3
new editor starts work on an article about the Bassendean Bridge, yes it
notable hears about the program requests photographs, photographer checks
theres no image available on Commons but the experienced editor knows  to
look on Trove and sources a PD image this is sufficient for the time being
no need to spend funds. Though the photographer may also notice that this
editor has written a couple of new articles recently and expand 1 or two
more also about subjects in the same area and choose to get both value for
money by spending the day in Bassendean taking photos for each article and
other general shots recognising that this would also be an opportunity to
reach out to the new editor in a productive collaborative way fostering
their continued involvement so money well spent on $10 train fare.

All three examples highlights the level of trust the program would be
placing on the photographer when they volunteer to be part of the
program,...

Realising that this was just a mear thought a day ago I think it still
needs to be kicked around with a few scenarios thought  talked  though by
the community, maybe even seek out someone to be a guinea pig for a couple
of months and see what issues could have been missed before we even
consider writing up a policy and asking the committee voting on it

  Its not for outside groups, large projects nor really new editors as

 preapproving people to spend WMAu funds, the aim is for experienced
 individuals to collaborate more effectively. Given that its community funds
 with oversight but individual making specific decisions on spending would
 like to think that such trust is vested primarily in members of the WMAU
 community.


 As an example User:Casliber is writing another FA on a banksia but lacks
 a selection of photographs, he know this banksia is common within 100km of
 Perth there are two registered photographers in Perth Cas contacts one to
 get a variety of shots to get them the person needs to catch train, fare
 cost $16.90 return. The photographer decides that the request fits all of
 the conditions so goes and takes the photos

The Volunteer support program

there for more complex or larger requests, if we have people in these
fields incurring costs for others then WMAu is available to help, we can
include other skills within the register as well the idea is to  break the
small cost which feel too trivial for some but are a burden for others from
creating collaboration barriers.

It'd also consolidate and simplify  the reporting necessary for  activities
using member funds with these small amounts

 WMAu photographers who could apply for access to events under a media
 accreditation like was organised for the Avalon airshow.

uses them in the article. Photographer  submits the reciepts to the
treasurer and get reimbursed $16.90, the photographer then writes a
paragraph on an activity page explaining what took place the article for
which the images were requested and a link to the images taken. Then either
at the end of the period placed on the individual rpogram or when the
photographer requires additional funding due to the number of requests the
report is formally accepted into the committee minutes.

Past practices would be an indicator for future needs, say we have 3 people
approved in Perth but no request then the next allocated funds could be
reduced or the number of approved people reduced, say there is a demand in
Brisbane where there is one photographer spending their allocation every
two months then a larger allocation could be given or effort put into
identifying additional photographers to spread the work load.
