Over the years while editing on Commons, I run several times into lock
down pages that can't be edited. The issue is that after the page was
created the website listed as the image source was added to the list of
blocked sites by the spam filter as blacklisted external site. As a

Unless you are modifying the blacklisted URL you should be able to edit
around it.
