Marlon, That is a weekly ordeal for ourselves. Customers that don't update Anti-virus or goto questionable sites get botnets that spam the world. Hotmail/MSN/LIVE is the first to block you. Getting off their blacklists is nearly impossible unless you follow thier rules even then it takes weeks.

I've got a friend who reviews applications on a contract basis for the federal Dept of Education. Very common practice when so many applications come in at once. Their process is to have three reviewers look at each application. They average the three scores and then only a percentage move

I haven't had a chance to read this NOFA yet but have seen some of the summaries. I won't be applying for anything directly but may get involved with a few projects around the county through others. One of the difficult issues will be for those who want to provide service in underserved areas.
