FDD could be a good thing. Separate transmit and receive would allow you to
deal with white space channels that are not contiguous. With separate TX and
RX you could actually make use of the first adjacent channels. The HAAT
rules and power/antenna gain limits apply to transmitters. If you have
radios separate transmit and receive you could place a receiver anywhere you
need it regardless of HAAT and you can build it with any amount of antenna
gain you can afford or that the structure will handle. This could possible
make up for the low power consumer devices. Those low power levels on VHF
channels would go quite far with a high gain antenna at the receiver site.
Having access to both high power WISP type channels and the 1st adjacent
channels will give a lot more of you access to whitespaces than previously
thought.

 

WISP’s just have to remind themselves that they don’t have to run half
duplex radios on a single channel. TDD may also reduce latency. Another idea
I had was to take an additional high power channel and route UDP video
traffic in a constant download stream. With some sort of server at your head
end to queue up the most popular video content and DVR type devices it could
shed some of the load off the regular IP portion of the network.

Plenty of manufacturers have TVWS gear in their pipeline.  We had this 
discussion last week but Motorola is very far along in their development as 
well as Alvarion and plenty of the other carrier grade names.  I know Airspan 
already made and deployed TVWS gear for a special project too.

No one has officially announced anything but it will be coming quickly.

That would be my first choice. Another option would be if MT offered similar 
hardware to UBNT - inexpensive, some one piece stuff like nanostation, 
powerstation (with an FCC sticker! - ), MT already has the hodgepodge 
u-buildit market.

The TV stations already think that they are loosing their space.

They have fought this whole TVWS thing tooth and nail.  They won't be
giving any waivers.

have no signal due to mountains and such. Is there any mechanism in
place, or being thought of, that would let us have a exemption or
exception to the rules for channel sitting? Namely, Say I have 2 open
channels, 30, 31. Can I ask 29 or 32 for a waver? "You can use this
channel ,at this power, with your antenna(s) pointed as such that it
does not  cause us interference". this would be very useful in a case
where that channel (29/32) is used to TX (namely away from said market)
and the clear channel is used to RX. We could then design the networks

mountains and many low site butting right up against them. I could
blast out on some channels and the over lapping station would never
hear me (mtns, distance, and direction) as well the market does not use
their channels as they do not come in as it is. (We put in OTA & HD

read the whole FCC document regarding what channels can be used.  In
one section it talks about fixed wireless under channel 21 but then in
the decision section under that it just made the general statement that
channels under 21 could not be utilized.  I only breezed through the
document once.  Can someone answer the question of exactly what

are free from other operators and none adjacent.  Once the list of
possible candidate channels are listed the available ones for use in a
particular area can be further refined by removing all the utilized and

Next question to add - it would appear that there are currently no
devices that can operate in TV WS due to the FCC requirement to A) be
certified for use in this band and B) they require the devices to

imagine.  Is this correct, there are no devices on the market in the US
that are legal to use at this time

This is for a public WiFi network that includes SSIDs for various agencies. 
Each agency's traffic is on it's own VLAN and terminates in different locations:
- Public WiFi
- City Offices
- PD
- Sherriff
- County Fire
- County Offices
- Management Network

Only the Public WiFI VLAN sees any significant traffic. 

MT is the current solution but UBNT would be a lower cost answer and be easier 
to deploy.

There are already RF/DOCSIS hybrid systems. DOCSIS is a very expensive idea
to go with. The head end is the primary cost, but so its the client RF
system. The system I looked at was 75K not counting the cable head or modems
(this was also about 10 years ago, I have not heard that it was any cheaper
today). If you already had a DOCSIS system then it helps. I think Ubnt would
be a good contender here. It depends on the rules for channel bonding. If we
have say 8 channels (40mhz) then we could use 40mhz airmax. Yummie. And, to
my surprise, I have found palces with 15 channels open, and 10 miles up the
valley, no upper channels at all open. I have been there, I have put a
antenna up 30 feet (and more, a client has a 75ft crank tower for tv) and
its pretty impossible to get more then a handful of channels, and most of
the ones listed are not receivable. I do not know what options we have for
those area, where they are in the coverage zone but have no signal due to
mountains and such. Is there any mechanism in place, or being thought of,
that would let us have a exemption or exception to the rules for channel
sitting? Namely, Say I have 2 open channels, 30, 31. Can I ask 29 or 32 for
a waver? "You can use this channel ,at this power, with your antenna(s)
pointed as such that it does not  cause us interference". this would be very
useful in a case where that channel (29/32) is used to TX (namely away from
said market) and the clear channel is used to RX. We could then design the
networks with lots of dirt between us and them. I knwo I have very tall
mountains and many low site butting right up against them. I could blast out
on some channels and the over lapping station would never hear me (mtns,
distance, and direction) as well the market does not use their channels as
they do not come in as it is. (We put in OTA & HD Antennas).

What do you envision as a fair homesteading rule(s)? How do those
rules deal with squatters, or people who do 'just enough' to keep
others out? I am not completely against 'homesteading' but i am
against 'squatting' and 'marginal acceptableness'. Do you have a
document or such of your ideas on this?

Nothing will happen until the database is created.  At that point, some 
software tool will search it for you, and once some equipment is built, it 
should auto-register for you, as well as control the channels.

For the moment, there's nothing any of us can do.   You can't stake out a 
claim, as  the unlicensed scheme just doesn't create that opportunity.

develop it further.  Unfortunately, the FCC committee was split and thus, it
was the advice of the FCC Chairman that we could not support it at this time
until the proposal matures further or the education of the FCC Committee
changes the balance of ayes and nays.  I definitely don't think it is a dead
issue.  We need to discuss it more and help it mature, it is definitely
worthwhile to pursue.

Well isn't this what whitespaces is supposed to prevent? Large amounts 
of exclusive spectrum already exists and is owned by monopolies. Now I 
think that licensed lite would be good. The FCC licensing system can 
facilitate coordination among providers. Maybe we can get that in 
whitespace r&o 3.0? :)

Hmmm. So if the big money comes in and just buys up a bunch of licenses 
then what? You have to remember that the rules are a double edged sword. 
Anything that might help us protect against competition, can also be 
used by others to lock us out. Not a level playing field.

spectrum homesteading initiative which WISPA will not support...sadly.
We probably had a good shot at it through all the lobbying efforts we
did but the FCC Committee had people against the idea that building
broadband service should entitle you to an exclusive license for your
channel space in your coverage area. Opportunity lost...

Unless I'm misreading the rules, White Space for WISPs is under Part 
15, unlicensed, and thus gets no protection.  Licensed (protected) 
wireless mics operate under a different rule (e.g., broadcast 
auxiliary service) which entitles them to protection.  So there is no 
claim-staking by WISPs; we will have to live together the way we do 
on 5.8 and the other unlicensed bands.

Charles,

That is an excellent choice IMHO.  I'm sure that the FCC Committee and
others will help you create a great TV Whitespaces FAQ.  I'm excited to have
you join the WISPA team.  I have seen your posts on this listserv for awhile
and have always been impressed with both your commitment of sharing
information with your peers and the professional manner in which you post.  

I sincerely hope that more operators recognize how hard WISPA works for
their businesses, follow suit and join our effort as well.  The concept of
banding together to make great things happen is not a new one.  While we
continue to create more "tangibles" for our members, WISP operators still
need to recognize the "intangible value" of their WISPA dues payments.  We
ask for a little financial help from a lot of the WISPs and the WISP Vendors
and when it accumulates, we have the power to have a relevant voice in our
Nation's capital and beyond.  We could not have accomplished what we have
accomplished without this financial support and the MANY hours of volunteer
time that most members have also provided to our "grassroots" efforts.

  OK so in my area there is a three channel space of 26,27 and, 28 
available.  I guess my goal is to camp out on 27, knowing this how to I 
stake the claim and start working toward deployment?  I know it's 
oversimplified but that's where I have to start.

 With UBNT gear, 6 MHz only yields 15 megabits.  MT's N might double that.

  I agree completely with Rick. WISPA Members deserve special access to TV 
White 
Space information. WISPA Members have paid their dues (literally) to enable 
WISPA to lobby (advocate with the FCC) to help create the best TV White Space 
rules possible given the huge opposition by the TV broadcasters and the mobile 
broadband companies. Non-Members who wish access to the best of this 
information 
still have an opportunity to join WISPA. We will publish specialized TVWS 
information on a Members-only Wiki.

You make an excellent point. I will join wispa in the next few weeks and 
contribute to the private wiki.

Its certainly a well spent investment.  Now that I'm in the process of Fielding 
the initial access points for my wisp its time for me to join up. :)

WISPA has a wiki open to members only.  We felt we needed a secure place for
secure content which is privy to members only. It would seem to me that
having a TV Whitespaces FAQ open to the public would make it easy for new
competition to enter the marketplace.  Are you sure you want to make it
public?  Our members dues have paid for the lobbying costs involved in
making an impact on the TV Whitespaces decision.  I doubt if the members who
invest $250 annually for dues would appreciate "giving away" the knowledge
base involved in TV Whitespaces to every Tom, Dick and Harry who decides
they can start a WISP on TV Whitespaces because they have read a FAQ.

I may be wrong in my assumptions here, but I do hope you consider the
possible ramifications to your business and other WISPs who have invested
much of their own money and hard work to build their businesses to where
they are today.  

The idea is grand, but to me, it makes more sense for all WISPs to join
WISPA and keep some of this information out of the public eye.  It seems
like a very small investment to make for the "insurance" of knowing that our
hard work isn't subsidizing competition.

[WISPA] TV White Space

I was looking at the available channels in my area and realized that there are 
not many that can be used easily.  There are a lot of operators that are 
competing  here that will possibly want to use them also.   My question is what 
will be the registration process to acquire this channel space?  I have not 
seen any talk about it but with the very limited space available  there has to 
be some type of registration/licensing.  Also are there any rules on usage?  I 
would hate for someone to register on the best channels and then not actually 
use them.
