What I don't understand is the RB250GS 5port switch only, claims "up to 6W."

The PDFs for RB450G and RB750G say "6.4W at maximum load."

The PDF for RB750 (100Mbps ports) says "Up to 3W."

I don't know if any of those would be suitable for use as a switch in your
situation...

Try setting the Rocket AP to 10Mbit on the Ethernet and see if you get 
the same results.  I have had several 100Mbit ethernet issues with 
Rockets, only fix I have had has been to put a modified POE RB/750G 
near the top of the tower to the Rocket.  At 100Mbit they had 7-20% 
packet loss.  If you have a mikrotik you can also test this using the 
ping command from base to top and set the timeout to 75ms.  If you 
have any packet loss, try setting to 10Mbit and ping again.

I had to hard set both my switch and the Rockets or they acted strange. I
guess it has to do with the switch? It seems there are a lot
of Ethernet chip in comparabilities.

Are you utilizing AirMax ? If you are not using firmware 5.2.1, upgrade to that 
and the beta5 seems to be working as well.

Be sure your using firmware 5.21. Had problems with earlier versions and the
beta versions.

Do a speed test from the Rocket APs.  Maybe from the switch if it was
Mikrotik...

Need to find out where the issue lies.  Could be ethernet to the BH,
ethernet to the Rocket, or the wireless from Rocket to the customer.
