I already use them, but doesn't always help.  That is our standard setup
now.  They have saved us many times, but if we take a direct hit,
sometimes the equipment makes it, and sometimes it doesn't.  For
instance, we got hit last night.  Only two sectors blew, the rest are
still working 9 total radios operating and 2 dead ones.  I was just
brainstorming and thought if we could ground the cat5 bundle better, it
might keep the potential differences to a minimum by grounding at the
top, as it leaves the tower, and as it enters the building.

You did not mention what system you are using or cable type. However, if
the CAT5 has a braided shield or a drain wire you can use a kit from
Andrew that would be applied much in the same fashion as a coax ground
kit. Depending on the length of your runs you may wish to ground the
middle of the run as well. Typically you want to apply a ground kit at
the top, within six feet of termination, middle, bottom and entrance to
the cabinet or shelter. Grounds ahead of any 90 degree bend is also
commonplace.

We're installing our equipment on a new tower that is very nice  clean.
There are several providers in the building, and installation is
professional.  All coax is installed using the proper waveguide
brackets, standoffs, etc.  

All coaxes are grounded before  after they enter the building.  The
problem is that I want to use PoE instead of coax up the tower.  I'm
looking for a recommendation on what products and/or techniques to use
to accomplish this...  There will be an outdoor box on the walking
platform where we will install our equipment, and about 6 cat5's going
up the tower to that box, then into the building at the base.

I know you found a source, but if you need anything in the future, try
CablesForLess.com.  They are here in Indiana, and they make custom
cables.  I use them for all my cat5 patch cables and I have had good
luck.  I also know they make cables for the government on old equipment
(60s and 70s vintage) that the cables are no longer made.  It is not
limited to computer/network.

Chris,

In most areas it must be plenum if it is in a common shaftway between 
floors without firestops. What you will probably need to do is 
transition from plenum to outdoor where it leaves the building. I'm sure 
that's not what you had in mind but if you are under code it may be your 
cheapest way. Just transition at a 66 block that is CAT5 rated.


Otherwise, the plenum cable directly to the equipment outside will last 
you several years without issue. You could also install it inside pvc 
conduit on sleepers off the roof surface to extend life.

my radios.  I can find exterior cable and riser rated cable, but not one
that will serve both needs.  Anybody have any idea where I can find such a
beast?
