I've had this problem with Safari since it's inception, and have reported it on Apple's site. Unfortunately beyond that I simply haven't given it any more time. It doesn't seem to be related to Witango - I haven't had it work anywhere else either.

The same issue happens with Opera and Witango
I just quickly set up an old WebStar 4 install, cause it allows simple
uploading, and it works just fine with Safari.
I believe it is a Safari Form issue. As soon as I use a form type of
multipart/file I get the wrong data submitted. You can see it in the debug.
And this is in T2K.
