on the advanced setting, there are two radio buttons, to use a single
server or "Automatically pick a new server for each sync".

this is exactly the point: D4 lists many server, but for time sync it
is using just one of them. And this can be a problem -

The original official ntpd on unix use multiple ntp server and "average"
them out, i believe

Relying on just one ntp server in Windows requires a net connection
with absolute no glitches. ntp time adjust needs the same delay
for up- and download on the internet connection to do a perfect sync.
