Those files haven't been used in quite a while.
And with the development source not available anymore it's impossible to keep
up with recent changes.
So you're left with using the main hamlib git repository if you want to keep
up-to-date.

Looks like there haven't been any updates to the WSJTX default hamlib
repository since Mar 15 so the latest IC-9700 fixes aren't in there. I believe
you are using my fork right now.
What build instructions are you referring to?
