Joe,   Buddha always adjusted monastic rules (vinaya), based on circumstances and time. When he was dying, he reminded of the adjustments, but had no time to realize. A lot of puzzles have been left since. His words led to diversions he had trouble imagining. Now Mahayanist monks run busness
