As of SFRAC/SFCFS 4.1MP1 Veritas will not support CFS in local zones.
However if NAS/NFS is available you could try the following:

Has anyone done much exploring into local zone failover using VCS?
I've put together one method of doing this, but I'm interested in
seeing if others have had a different take on it. Maybe spark some
discussing from other folks focused on failover and H/A.
