zope.sendmail is missing changelog entries for the last two releases. As
far as I can tell from the checkins list (which isn't always accurate),
these people have last worked on zope.sendmail:

I've looked at the Subversion log and added notes about changes I deemed
interesting enough. I also created a separate CHANGES.txt so this is
less likely to happen in the future.

I don't really have time to read this whole discussion, but note that
Grok's REST support uses ++rest++protocolname and then provides a rest
layer (for that protocol) to the request. That sounds quite similar to
what you are proposing for XMLRPC.
