I just want to report that this indeed was the situation on my machine.
Apparently, Dell shipped it to me with ipchains turned on, and with
just about everything blocked (actually, I'm glad that they did).

I opened the NTP port for the timeservers that I want to access, and
now, everything works just fine with ntpdate ... and also with ntpd,
which actually, I prefer.
