Connection refused.

Hello All,

When I do "telnet localhost" I am getting Connection refused
error.  I have renamed the files /etc/hosts.allow and 
/etc/hosts.deny to /etc/hosts.allow.bak and /etc/hosts.deny.bak
respectively.

What could be the problem?  Can anyone help?
