Edit
/etc/xinetd.d/telnet

change disable=YES into no

then edit
/etc/pam.d/login
comment before
auth required  /lib/securiry/pam_securetty.so
it should be like this
#auth required  /lib/securiry/pam_securetty.so

I hope this will solve your problem. Let me know if it is working
