Because it doesn't know about that modem. Whoever said that
misunderstood. Out of the box, there is no way to get that modem
working on RH (any version to date). None.

Tip of the day: Go to ebay, get an Alcatel SpeedTouch Home ethernet
for < $100. Unless, you are comfortable and knowledgeable with
patching kernel sources and pppd, you will spend that much in time and
frustration getting the USB to work. It is also less stable. But can
be done!
