Bugzilla, bugzilla, bugzilla. Folks are really good about adding taking
patches from there if they are done properly.

Make the change, generate a patch, and attach it to the bug. It will
almost definitely get added.

Not at all -- if the docs are wrong, they'll probably get ignored. But
it's quick to see if someone got the right idea or not. Trying to write
something intelligable is not.
