Does speed=16 work for you? In testing speed=16 dropped to speed=1 when I examined my output. I filed it as a bug a while back and wa told it was a WONTFIX (let the cdrecord maintainer fix that, not Red Hat.) This was last year though, so it may have been fixed already.
