I'm assuming that "freeware", here, means available at no (direct) cost.

My http://linuxmafia.com/pub/linux/security/ssh-clients [1] listing
classifies software according to licensing rather than price, but
probably you're interested in one of the open-source-licensed SSH
daemons for Win32.  Scan down to the Win32 section:  For some entries,
you'll note that the document says server (daemon) software is included.
For others, it doesn't state, which accurately reflects the fact that I
don't know, having long ago upgraded to Linux.

[1] Which covers all SSH-related software I'm aware of, not just client
pieces.
