Sheesh... "*ahem*"? I've been running OpenSSH SERVER under Cygwin for a while and have written some documentation regarding it at http://tech.erdelynet.com/cygwin-sshd.asp.
The documentation you refer to is OLD, OLD, OLD. As you can see from http://mirrors.rcn.net/pub/sourceware/cygwin/latest/openssh/, OpenSSH is included in their Net Release. It comes with a nice little setup utility: http://cygwin.com/setup.exe. Even my documentation is a little out of date, but it's not too hard with /usr/doc/Cygwin/openssh*.README to figure it out. And, Corinna is now part of Redhat's Cygwin development team. But, Corinna is the one that ported OpenSSH to Cygwin. Your web page's URL suggests you'll find "client" information, but not necessarily "server" information.
