There may be some bundle that includes a Cygwin port of one or the other
of the sshds.  If so, I suspect it would be Corinna Vinschen's OpenSSH 
port.  Which neatly brings me back to my original suggestion of
consulting my comprehensive list of SSH software, to get specifically 
what one wants, and not a lot of other baggage with it.  That URL again:
