I think what the content and subject matter should be is what people are
attempting to best determine prior to writing.  Also, security news groups
already have existing FAQ's and have been modified and perfected (for the
most part) over many years of what are popular, frequent questions and
concerns by participants in that news group over the years.  Contacting
those such people initially asking to use them to modify for this mailing
list, for example, wouldn't be a bad place to start.  No use in reinventing
that wheel.  They can be built off and added to from there.  That's my
suggestion to get it off the ground.
