No, you don't need that.  The current constitution defines a minimum
quorum of 3 binding votes, which means that you don't need to hear
from 50% of the Core Contributors in order to go forward.

(Strangely, for as much detail as it gives, the constitution says
nothing about 'Contributor' status, but it does give voting
procedures, none of which require a 50% quorum.)

At best, I'd muster a -0.  It doesn't sound correct to me at all, but
I wouldn't stand in the way.
