Hi Darren -

I don't think we need 50% to make someone a contributor, just +3 and
no negative votes. (see section 8.4 of the constitution).  In fact,
I think just no negative votes will cover making new contributors
(which is not explicitly covered in section 8.4 - but I can only assume
that it should not be more restrictive to become a contributor
than it is to become a core contributor).
