Is the intent here that these grants are to the job role or to the
person? (i.e., if, as a result of a reorg, one of these people is
shuffled off to manage something different and someone new is shuffled,
does the grant follow the person, or the job role?).
(I realize the opensolaris.org processes don't make this distinction,
but opensolaris.org processes are mutable..)
