So, in this case the (meta-)report is that reporting isn't working.

And in the case of a meta-report, would you agree that the RIR is competent
to judge if they can reach a reporting system?

(That doesn't have to cause resources to be reclaimed.  It could just result
in an entry in a table, by which others might judge reputation)
